did everything. is there suppose to be a file install/SQL.txt in this new version if so its not in zip file i have no files execpt upgrade.php in install folder so how can i upgrade database?

SQL / upgrade.php, it depends on from which version you are upgrading.

You need to follow instructions depending on your current version, from what you provided, it seems you have not upgraded SQL files.
