Download specific videos in 2.6

Is there code that can be manually pasted into the description of a video that will allow a viewer to download the video. Activating the download for all videos is not usable as when a video does not exist in the videos folder, then an awkward white error page pops up. I have made changes so it exists only for those logged in but then it still shows for all videos.

What I want is html code I can paste into the video description which shows a link that downloads the file. My thought was to paste in a short link to a php file which actually had all the code. I cannot get it to actually call the code and run it.
