navigation bar help

Im trying to add two pages to my navigation bar. i went to the header.tpl and add the two links but what do i next. i want all my pages to follow the same fomat with the same header and footer. But i dont even know where to start could some help me. my site is Poetry Battles.com - Share Your Videos

Edit .htacess and add the following

RewriteRule ^published$ - [L]
RewriteRule ^published/(.*) - [L]

i still dont understand what to next. i have lots of these codes in that file. how do i create a new page i need step by step instructions please.
