Actually installing lighttpd is quite easy and implementing mod sec download as well as mod flv streaming is not that really hard.

Beginners are advised to use this installation services. Else read my installation guide ^^

So the only benefit to this is that users can quote "skip to any part of the video"? - I've visited the demo site and attempted to do such, but to no avail, as when I clicked on a point in the video, it did not move, nor did I see a progress bar on the video, indicating a level of streamed content.

Perhaps I did something wrong though, who knows.

I does not work for some video but I can show you an example if you want

You can skip and view part of video. It work for most videos, for some videos, it won't work.
