General Installation Instructions!?!?!?

I am looking for general installation instructions and can't find them anywhere... someone please help!!!!

I followed the instructions... everything SEEMED to be going well, but after the install... I get a blank white page when I try to go to my website and my admin...... also -- I didnt do the "set up SQL Database part" - because this was already done by a previous install.. can I not use the same login and database?

On include/config.php

Find

error_reporting(E_ALL & ~E_NOTICE & ~E_WARNING);

Remove the line.
