banning ip address

is there a way to keep unwanted visitors from visiting my site, i run an adult site and i keep getting a 16 year old sighning up, i have tried blocking his ip address, but it dont work, can anyone tell me if there is a way to do this.

If you are using Cpanel control panel, add IP to "IP Deny Manager"

i have already done that, its not working. he has sighned up 2 more times since i tried that, is there anything else i may do?

Other way need editing .htaccess file.

To prevent access to video, upload .htaccess file in video folder.

To deny IP address 200.189.78.1 add following to end of .htaccess
