False Download failure on Import

Hey there all.
A bit of a strange one here.
I'm still running 2.4, but just in case someone knows this one I thought that I'd ask.

During importing I started to get the odd file which didn't download (apparently)
Then it got a lot worse the other day.

Symptoms are that the video does download because its in the video folder but the process queue tells me that its still downloading forever.
The database says downloading (status 1) and the file name doesn't get written into 'file' in the process_queue table even though the file is finished downloading.

I can transfer the file to the import folder and convert it no problems but its a double action and time consuming.
And I can also get it to go by changing the database via changing 'status' to 2 and writing in the file name to 'file' in the process-queue table .
Then I can tell it to convert in the process queue and it all works fine.

Has anyone had this as I suspect that it might not be version 2.4 related (although I'm sure I'll get told if I'm wrong on that point) or I might just be able to update one file and keep all my config the same.
