Typographic problem with french text

Hello! I have a vhshare site translated in french. I like my site but in some sections the text with accents does not appear correctly.

Exemple : the word Privée appear like that : Priv?e

I have this problem in almost all sections except video description text and channels details.
to divert the problem I am obliged to write texte without accents, butthe users who want to write comments don't know this problem and finally their text was not correct.

Is it a database problem, or may i modify some tpl files? And if this is the case? Which?

It's neither. Rather, it's an ASCII problem. You need to make sure that your files (templates) are being saved in ASCII and in UTF-8. If you are using a text editor (such as Microsoft Word) to edit your files, you have to remember that programs like this use fonts and styles (known as magictext) that are not apart of the ASCII and UTF-8 standards. Thus, any text in that format will have the question mark instead of the proper character.

argh finally not really solved, because i still have the same problem with the comments, all the other pages are ok.
I think this is a database problem. the text encoding is not correctly configured.
