Problem with encoding

I just installed 2.7 but have problems with encoding. At installation page where tags were shown - video names that have english characters are correctly displayed and those with my native characters look like - "?·?°???°???° ???? ?€?????„?‚?°????" .

I tried to leave a comment at your site here http://video.bizhat.com/view/3839/saban-rap/ , all seems to work fine.

What could it be with my install?

i have changed SQL query in "include\vshare.php" from "utf8" to "latin1" and video names and tags are correctly displayed.
I also changed the databse to utf8 before upgrading to 2.7, but still get errors with comments.

Is there any place where i can change comments code?
