ERROR: Failed to create temp_dir with Enable Upload Progress Bar

Hello,

I get the following error when trying to upload to the site after upgrading to 2.7:

ERROR: Failed to create temp_dir

I followed the instructions to activate the toolbar, and permissions on templates_c is 777. What is wrong?!

This can happen with wrong permission or wrong path set in ubr_upload.pl

What type of control panel you have on server.

If your server have connection rate limiting (to protect against dos) or load balancer, uber upload will not work.
