Free membership storage size bug

The bug which locked out free members when paid membership packages were activated is now fixed. However, there is now the issue that when I set the allowed storage at 50 mb the usage limit says only 5 mb is available and the user is prompted to sign-up for for paid membership.

When I increase the storage limit to 500 mb user can log in to upload, with no prompts to upgrade. Only problem is the user is told they have 500 mb upload.

So there's some decimal point error somewhere.
