When I Enable Package type, videos still open to anonim user

Hello I have a problem, in System settings , Service Type, Enable package, all packages apperars in Register webpage

but all anonimous visitors that enter in website can view videos for free unlimited,

why don't work?

please help

Set guest limit in Admin > Settings

Very nice. I needed that.
