is the file in that folder? also make sure you chmod it to 755. try re-uploading it if you still have a prob

If you have th file inside cgi-bin, it should show. Verify you have the file inside cgi-bin folder, also permission of the file should be 755.
he uploaded the script to a wrong section with no cgi support.
