Verification For Password Change

Would it be possible to send an email to a user with a verification link if they want to change their password?

I had someone who stayed logged on at a public computer and someone changed their password. They just did the password recovery and then reset it, but it would have been much better if a verification email was sent to confirm the action before the password gets changed. The same should also be the case for deleting accounts (haven't checked to see if this is already in place or not).
