Install Conflicts

Can anyone tell me which is accurate. I am following the provided install instructions at : http://www.buyscripts.in/vshare2-installation.html but after I go to mysite.com/install and follow direction I get conflicting directions

8. Change permission of folder "include" and file "include/config.php" to 644

from mysite.com/install
Also chmod 755 include/config.php

Which is correct?

Before the call the installer you need to set the 777 permission to include folder and config.php in include folder.

After the installation you need to set the permission 644 config.php in include folder.
