is it Bug?

I don't know if it is bug, but I have problem with static pages.
I can't change them.
I did everithing:
chmod, try from admin, try straight from cPanel edit file,
no luck.
please help I spend two days and nights trying every possible combination.
It still not working for me.
What's most funny part is when I try install this script on my other host which dosen't meets all requries, I did changed static pages in no time from admin panel.
what I do please.

Did you try chmod -R 777 templates and chmod -R 777 templates_c

His problem was, he got two FTP servers with same files (maybe his web host moved the site to another server and old account was not deleted.). He given permission to folder in wrong FTP server.
