Double accounnt from same user??

How this scripts protect against the double account being from same user? is there any ip checking or what ever in place?How can I disactivate/ban an user by email/ip?

ip check is on next release .You can delete or Inactive Users in admin area(User Admin=> All Users => edit the user=>Account Status => inactivate)
