Can we set one (not all) member package to disable uploads?

I would like to set a series of member packages with the 'free' package set so the member can view and rate videos, but not upload them. In other words, I want to disable upload only for that package. The other packages would not be free, and uploads will be allowed. Can this be done, and if so, how?

Does anyone else have any ideas on this? I guess Admin hasn't had time to respond yet (it was posted on a weekend).
