REQUIREMENTS?

I'm thinking about starting a new site that is .html run and won't be uploading any videos, or having comments, latest videos... etc. ,I will be making my own templates, but I would still like to be able to show an example video that would play from the URL link of the video.

I want it to operate similar to Vshare as far as the template styles but won't be uploading and storing any videos
I know this sounds a little confusing but basically all I would need is the flashplayer from(youtube....etc.) to comeup when called for so.......
I'm wondering.... what all requirements would I need to run the site.
Sorry if I'm not explaining myself very well..... this is just an idea...... not sure myself.......LOL
