having uploading profile photo

anyone here is having problem doing upload profile photo, and did try to sign up and then upload a photo's never works?

because mine doesn't working, my old account it does work.
I did ask my webhosting support and the guy said:

We have check with this by creating test account we can able to edit the profile and upload the videos and its working fine. Bur the photos alone is not updating it might be software problem I think show.

Can you check permission of the folder - photo ? It should be 777.
