What do I edit to make this white part black (see image)

You need to put black color in <table> ie. first table of header.tpl .Replace bgcolor="#FFFFFF" with bgcolor="#000000"

The only problem I have now is, with the background being black, the "Powered by.." is black as well, is this a violation? If so, how do I fix it?

You can change the color of "Powered by vShare" link in templates/css/style.css.
