If you know the url of FLV file, you can import in admin area. If not, you can use the embedded code from these sites.

To the OP, anyone can do this when uploading. When your members are uploading a file, the just click there it says "Remote Server" for the file location. On the next screen, they just copy and paste the url to the file. You can do the same thing from within the admin control panel.
