cannot login admin panel

Hello,
I cannot login my site admin panel enter the user name and password click the login button after againly back to login page error msg loading "You are not loged in." anyone know how to fix this?

index.php?msg=You%20are%20not%20loged%20in.

I try to do it clear the my cookies but it not work :(

You need to Contact your hosting provider to check the problem with php session.
