problems persist - 403

I started a new post, so it's easier...anyways I had all the requirments and i get this error

You don't have permission to access /vshare/install/create_tables.php on this server.

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

Do I need the tables installed first? I dont know what the tables will be. I might need someone to install the tables for me.
