Where do we put the met name and keywords at? What page do I edit?

You can add the meta names/keywords in header.tpl file in template folder

This is what I added,Does it look correct?

I don't think Google read vshare meta tags from the header.tpl because mine is not showing up in the search engine. Rather, my index.tpl is what is being displayed when my site is search on Google. Though title shows up but not description.

That's because Google doesn't use meta tags at all. Google's caching algorithm categorizes and organize sites based on content on the page, not what you put in meta code. This is the reason why the information in your "index.tpl" file is showing up in Google but not information that you have put in meta tags. One thing to note is that while Google does not use meta tags as its primary algorithm it will still read it so it will show up in Google searches. However, Google puts a priority on content so not seeing your meta data in Google is normal.
