I can't sure your first one.but the second one about the "embeding" its is possible :D

1.You can diable the auto approve in admin area.

The admin need to appove the members videos for showing in the site

Site Configuration = > Site Settings = > Auto Approve = > diable

2.Do you need to uploading videos from embede code?

If yes, you can do i admin area, Video Processing = > Add FLV/Embed
