The best way to get video links into a search engine is with a sitemap. You can add a sitemap to any site no matter what script they are using or how the links are being stored. Youtube is owned by Google, and you often see youtube links on Google search results. I have yet to come across a video link from any site other than youtube.

If you don't want people uploading video, then you are looking at the wrong type of script. What you really ought to do is use blog software. Then you can post your videos, people can comment on them (if you allow comments) but no one can post video but you. Much easier to set up and maintain than a video sharing portal.
