but I don´t know how to realize the dynamic bitrate detection.

Doesn´t had another guy this Idea before me?
I started to convert a video yesterday evening, now it is converted. It had 400MB, now it are 95MB. That is good. I have only the problem with the small videos. I will see at which time my 250GB are full. I think they will last a long time.
