Video Uploading Problem

I uploaded a file, upload worked. After upload got error

ERROR: Unable to execute query

SELECT * FROM `config` WHERE

MySQL server has gone away

You need to increase mysql wait_timeout values

Is it soemthing i could set using my cpanel or i have to get access to the server itself?

This can only done by user root through ssh.

I have access but i have never done something like this before. Could tell me where to look to fix this when i get into root? I have been there many times, though for different things.
