import video is not working

I'm now getting "video file too small (0), must be 40mb". So is there a place where I can change the minimum file size to upload smaller vids files?

This error is due to php is not able to download the file. What is the url of video you are trying to import ?

Has anyone found where to set the upload size from the admin import yet? Im stuck at download around 20mb vids.
