If perl is working, you will get a page like

If file exists on server and you still get 404 error, cgi support is not enabled on your site.

It would appear this may be a hosting problem then. The file is on my server in the cgi-bin directory but I still get a 404 not found error when I type in the direct URL to my server.
I am using HostOnNet ffmpeg 10 hosting so I will send them a support request.
