Changing hosting "packages"

Question with our page of hosting "packages" for our website. We want to setup a special secret package that can be used only by the website administrator that has no bandwidth and time restrictions.... like a "Super User". If we do it now, the "package" appears in our list of available pages for sale but we don't want it available to the public. How can we fix this?

I was told by some on: This is possible, but is not very easy. One solution is use your own HTML page for package selection, that way you can edit the packages available for sales or put a high price for this super package.

Now the question I have is, how do I change packages within the Admin section. You suggested that I create a package with a super package, but how do I change the manager user in this site from FREE to SUPER USER package without paying, meaning through the Admin section? The only way I see it is that I change the package, but it will send me to paypal to pay. Every one on the site will be paying a fee, unless you are in the free trial which last a week, and you allowed one video upload. The one I want to upgrade is the MANAGER, so I can keep videos concerning the site available. So I will move the MANAGER from FREE to SUPER USER package from the admin. That is what I need to do.

For example, level one is free. The manager right now is in that level. But I want him now in Package #3, how do I move him up through the Admin?
