No it isn't. That article is showing you how you can trick the JW player into playing files from sources that it cannot normally play from. This doesn't prevent hotlinking because all someone has to do is grab your player code and play the masked file as the source video. This would help protect people from knowing the true location of the videos, but they can still be linked.
