It would be nice to include a module which would allow the site administrator to display scrolling text advertisements at the bottom of uploaded server hosted videos.

That can be done today. You have two options:
1. You could change the player to another player (such as Agriya) which will allow for you to do so.
2. You could upgrade your player to JW4 and use Longtail's ad service to do it.
