Yes, we can. You just need to change name servers. Some registrars have restrictions like .de need name servers in different Class C IP address, we can handle such restrictuions.

Is it possible for administrator to verify each video and allow them to be published?

You have the option "Auto Approve" if set to yes, all videos become public after user upload the video. If set to no, each video need to be approved by admin before it get listed on the site.
