I am receiving this error message when I try to upload a video

I know people have had this problem before so I tried to follow thier steps

First off I enabled the upload bar via the instructions, hthen I uploaded a .htaccess file to the Uber-Uploader CGI but I am still getting this error message?

Can anyone resolve this issue?
