In templates/css/style.css its the first value CCCCCC.

in the style.css file, fine the a.menu and a.menu:hover. If you change these, it changes the color of the text.

For the color of the background, you need to modify the header.tpl file. Do a search for "home". It should be near the bottom. The background is based on the file: /templates/images/menu.gif

I made changes to these at my site... actually, set up a menu in the both the TD and the TABLE tags so I could modify them in the style.css file.
