If I were to buy the youtube clone script would I be able to delete inappropriate videos that were posted? And be able to pre-approve videos before they went on my website? And also is it 10.00 for it completely or is it monthly/yearly payments?

In admin area you can see the =>Video Management=> Flagged Videos => You can delete Inappropriate Videos Request and Inappropriate Videos also.
You can enable auto Approve in admin area=> Site Settings => System Settings
