grant privilege to a user

i saw that packages are here to provide different options for user.Also in the /dir i ve found a payement.tpl.
My question is simple:
where do you configure the payement gateway?
How do you grant privileges to a user "for example allow him upload of vids > 100 mb when free account only are allowed to 40 mb

hi,
in fact i this is what i am looking for to do:
i have some clients that would like to broadcast their videos,and the idea is to disable ppl able to create an account,and only the admin can create accounts.
like that i create accounts for my clients,they pay a subscrition fee for the service and upload their videos.
Do you think that it ll be possible to do that in the future tom?
