I searched this forum to found UTF-8 and mutilanguage will add in next vision

You can change encoding by editing the header.tpl file.

Editing language, you need to edit the template files, language strings used in PHP files, we now use external language files for many of the php scripts, that you can edit as required. This is not 100% finished, but will be done shortly.
