Fatal Error Please Help

Ive just uploaded the script in binary form and as i tried to install i get the following error

Fatal error: Corrupted encoded data detected in /home/stewartc/public_html/install/index.php on line 0

any ideas

What FTP client you use and how you set BINARY mode ?

Your problem is you have not set binary mode properly. There is no other reason for this error.

i just use dreamweaver, ive noticed that my open_basedir is set to no value would that have something to do with it or another setting.
